Transformation of Community Safety

Video surveillance continues to be one of the best methods for apprehending criminals and convicting suspects who are caught in the act of committing a crime. Many business owners and residents currently operate surveillance systems at their businesses and/or homes. As crimes occur nearby, they are not always aware that their system may have captured information that could help solve the crime, thus keeping our community safer. In turn, the police are also not always aware who may have this potentially vital information.


The Rockford Police Department (RPD) is partnering with Intact Communities (IC) a 501 (c) (3) to develop and implement a city-wide system that can seamlessly stream all participating members video surveillance cameras real-time to the Rockford Intelligence Special Operations Center.

This collaboration will focus on:

  • Improving community safety.
  • Improving neighborhood safety.
  • Strengthening RPD’s efforts to deter, identify, and solve crime.
  • Promoting the revitalization and growth of local businesses.
This program is entirely voluntary and consent to view video footage from your camera could be withdrawn at any time with a zero questions asked policy.

By becoming a member of IC,


You have full control over who views your video footage.

  • IC does not view or share a user’s videos that are not posted to the community portal without the user’s express permission or a valid and binding legal demand properly served.

  • Only the content that a user chooses to make publicly available via the community portal can be viewed via members or by local law enforcement.

  • Once one becomes a member:

    • Your camera or cameras are geo-tagged and mapped into a city-wide mapping system where law enforcement and other IC members can quickly identify nearby cameras that may have captured any criminal activity.

    • You will receive a reflective sticker for your home or business to show your participation in the program.

    • Receive real-time crime and safety alerts from your neighbors, local law enforcement, and the IC team.


Video Retrieval


This process is completely automated.

  • Law enforcement will submit a request for video from the member portal and a request will come directly to you via a text message or email, which you have the ability to accept or decline.

  • Upon accepting the request, footage will automatically be uploaded to a secure storage location and secure portal that law enforcement can access.
